The PT services by private operator in metropolitan area, like the 30 private companies that operate the public passengers transport by road (bus) are funding by private resources, including the operational costs and their direct investment costs – mainly what they received from ticketing.
The PT services by public operators, like the metro, the train and bus operate by STCP, which is a public company, are funding by the ticketing and they received money from the central state for the public service obligations.
The investment costs in PT services are funding essentially by the central state, municipalities and European community.
AMP while transport authority receives around 1 million euros each year for operational costs (mainly human resources). The investment costs, mainly in immaterial investments, are funding largely by European funds.
The PT services are directly awarded. The abovementioned Law 52/2015 of 9 June , which approves the Legal Regime of the Public Transport Service of Passengers, arises from the need to adapt the national legislative framework to the requirements established by Regulation (EC) No 1370/2007 of 23 October 2007 on public passenger transport services by rail and by road, which requires public service contracts to be concluded between the competent authorities and transport providers, as long as there is exclusive rights or financial compensation due to public service obligations.
AMP is now defining the requirements to prepare the contracting of the public passenger transport service accordingly to the Regulation (EC) No 1370/2007 until December 2019.
